

Meet Ryan
Ryan Trout is the son of a 20-year Army veteran, a public servant, a father of three, and a candidate for Frederick City Council in District 5. He’s spent his career leading housing stability, economic justice, and community-led development initiatives — and now he’s ready to lead at City Hall.

As Director of Housing and Community Development in Rockville, Ryan leads programs that support working families: from affordable housing and youth services to landlord-tenant mediation and innovative development.
During the COVID crisis, he helped deliver emergency rental assistance, rewrote outdated housing policy through a broad-based coalition, and launched a new rental inspection program to protect tenants. He also served for three years as Treasurer of the North Frederick Elementary PTA, managing budgets and advocating for local families.

​With deep roots in Frederick, Ryan knows what it’s like to juggle work, school pickups, and skyrocketing costs — and he believes local government should make life easier, not harder. That means bold, practical solutions: bringing down housing costs, investing in safe neighborhoods and public spaces, and ensuring every family in District 5 has a real shot at stability and success.

Voting by Mail
All registered voters will automatically receive a mail-in ballot for both the Primary and General Elections. Just fill it out, seal it, sign it, and return it.​

Use the prepaid envelope and drop it in the mailbox.

Place it in a ballot drop box (locations listed below).

Hand-deliver it to the polling place on Election Day.
